Humm, I believe the whole reason behind needinga t1 item to make the t2 is to allow the miners/t1-builders to keep a relatively safe position in the game. Now, this goes for all the t2 bpo's and I see no reason for this to change with ammo.
You second thought is total NO-NO. "upgrade" t1 bpc's ammo to t2? That totally blows the whole t2 system out of the water. There are X blueprints out of each item out there, and so it will be. We can't go having t2 bpc's of ammo all over there place.

Well, you see what "ppl think is fair price" is what adjusts the market. If the original pricing on them does not sell well enough they prices will fall with an according price fall on the components they need. It will stabilize in price when they sell as fast as they build. There is a absolute-minimim value though, it should be about 20% of the mineral value of the components needed, but I don't think such a low price will aver be reached (unless the ammo has some crazy needs in components).
In that equilibrium 80% of the population of eve will consider that price "unfair", but all the builders need is that 20% of the population that will hoover their entire production. Also note that t2 ammo and weapon prices are going to have a very nice and tight relation. If one goes down, it's gonna affect the other one too. I'm very intrigued to see what's gonna happen when they come out.

yes, and also imagine that when firing the bullet, eve has friction in space...
What happens in RL has nothing to do with eve, I've learned that much in my time in this game ;)
